In a promising start to the year, Immigration Refugees and Citizenship Canada (IRCC) has initiated the first Express Entry draw of 2024, extending invitations to 1,510 candidates. This general draw, open to candidates from all Express Entry managed programs, including the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP), required a minimum Comprehensive Ranking System (CRS) score of 546.
The inclusivity of this draw is noteworthy, as it encompasses candidates from various backgrounds, and no specific occupations or human capital attributes were targeted. The preceding four draws, conducted from December 18-21, set the tone for this inclusive approach. The all-program draw on December 18 invited 1,325 candidates with a minimum CRS of 524.
The subsequent three draws were category-based selections, focusing on specific criteria within six possible categories. On December 19, 1,000 candidates in trades occupations were invited with a minimum CRS of 425, while on December 20, 670 candidates in transport occupations were invited with a minimum CRS score of 435. Closing the series on December 21, 400 candidates in agriculture and agri-food occupations received Invitations to Apply (ITAs) with a minimum CRS score of 386.
IRCC also conducted three draws between December 6-8, with the December 6 all-program draw inviting 4,750 candidates with a minimum CRS of 561. The subsequent draws on December 7 and December 8 targeted candidates eligible under the French-language proficiency category and those in STEM occupations, respectively.
December 2023 saw a record-breaking seven Express Entry draws, marking the highest monthly count for the entire year. This flurry of activity followed a six-week hiatus from October 26 to December 6, with IRCC not providing a specific reason for the pause.

Looking ahead, the Immigration Levels Plan 2024-2026 indicates that Canada plans to admit 110,000 new permanent residents through Express Entry in 2024. This ambitious target represents a significant increase from the 82,880 candidates IRCC aimed to admit in 2023. However, achieving this goal doesn’t guarantee that all invited candidates will be admitted by the end of the year, as IRCC has a service standard of six months to finalize decisions on Express Entry applications for permanent residency.
In 2023, IRCC issued more than 100,000 ITAs to Express Entry candidates.
What is Express Entry?
Express Entry serves as an application management system overseeing the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trades Program. These economic immigration programs utilize the Comprehensive Ranking System to evaluate candidates based on various human capital attributes, including language ability, education, work experience, occupation, and age.
Candidates are ranked against each other, and the highest CRS scorers are more likely to receive an Invitation to Apply (ITA) in upcoming Express Entry draws. Additionally, category-based selection draws, introduced in May 2023, focus on specific attributes like healthcare, STEM professions, trades, transport, agriculture and agri-food, and French-language proficiency.
Express Entry continues to be a pivotal pathway for those seeking to immigrate to Canada, offering a streamlined and merit-based approach to permanent residency.
